Question for doc about fetal movement....

I am currently 20w1d pg with b/b twins and I have yet to feel them move. Is this normal?? I had OB appt yesterday, but my regular doc was on vacation and the man I saw basically dismissed me when I said I was concerned about this. I have felt something in my lower abdomen (left side-very low- below hairline) but it feels more like if you have a bruise and someone pokes it (if that makes sense). It is almost a pain or stretching and I have assumed that it is round ligament pain. Could this be a baby I feel? Is it normal not to feel movement this far along with twins? Thank you so much for your help!!
