Doctor - Risks of Early Induction?

I am 32 weeks with borderline high blood pressure and gestational diabetes. My doctor, at our last appointment, said that I will not go to my due date and will likely be induced sometime between 36-38 weeks. We started non-stress/stress tests this week.
A friend who was induced at 37 weeks was told to prepare for a risk of mental disability. Is this a risk for early induction, even if only 3 weeks early? What are the risks to the baby with inducing at 36 weeks or 38 weeks, other than lung maturity issues?
