Preterm labor

I had my first preterm delivery seven years ago (26 years old at that time) at week 28. My second pregnancy was last year at age 32. Preterm delivery at 23week 4 days. My cervix shortened to 2.2 cm at week 20 but doctors took "wait and see" approach. None of the babies survived.
I have Hashimotto's hypothyroidism (diagnosed between two pregnancies) and do take regular medication. Results of my pregnancy loss panel bloodwork are normal. I am 160 lb and 5 ft tall.
What should I do for a successful full term pregnancy next time?
Will bedrest or cerclage help me?
