lack of membrane fusion (stillbirth and loss mentioned)

At my 16w consultation with a maternal fetal specialist a lack of fusion of the membrane (chorion). The baby appeared with no evident problems, good cord insertion, no physical defects etc...
I go back in 2 weeks to check for fusion. The doctor said that fusion usually is complete by this time. Can fusion take place at such a late date.
I have a history of one stillbirth resulting from a total abruption, two live births, one stillbirth that was listed as a probably cord accident but that the mat/fetal specialist said was most likely caused by something else and four m/c's.
What are the consequences of lacking chorioallantoic fusion?
