Does this sound like an impending m/c?

I am 8w pg from ivf. I have been in beta limbo for 4 weeks, with low non-doubling betas, spotting, low progesterone. I had a scan yesterday and the pregnancy is measuring 2 weeks behind, but has a good cardiac rate of 130 bpm. My dr doesn't know what to make of this, but it doesn't sound promising to me.

My question is:
1) Is it possible to have a healthy baby with such low beta levels and measuring 2 weeks behind if there is a hb seen?
2)Does it sound like there is a chromosomal abnormality in cases like this?

Thank you for your honesty. My Dr is being so vague and keeps telling me to wait and see
