Most doctors nowadays do not do the "early" amniocentesis (at 12-13 weeks) because when compared to the "regular" amniocentesis at 16-18 weeks, the early amniocentesis is associated with unacceptably increased risk factors.
The best time to to the cerclage is around 12-14 weeks.
